Carr Review on Industrial Disputes Put on Hold

In April, the UK Government announced the arrival of the Carr Review – an independent review into the law governing industrial disputes. The review, to be led by Bruce Carr QC, was supposed to investigate extreme ‘leverage tactics’ and examine whether or not the law in its current form provides adequate protection against intimidation and abuse.

However, Carr has refused to proceed with what he has labeled a ‘meaningless’ review. He has suggested that, in light of new policies proposed by the Conservative government which would limit the unions’ right to picket, the review has essentially been compromised. As well as expressing concerns over the quantity and quality of evidence that he had been able to obtain, he was critical of the ‘progressively politicised environment’ in which the review was being carried out. He suggested that, should he proceed with the investigation, its findings may be construed as political rather than factual. Several trade unions have also voiced their concerns that the Carr review was being used for political, rather than neutral, ends. The TUC, for example, has said that it is nothing more than a ‘headline grabbing party-political stunt’.
